I have the honour to submit a Report on the changes and developments thought desirable by your Committee, if the University is to be useful, not only to the Colony of Hong Kong but to the Chinese people, to students from the interior of China as well as to those from Malaya and the East Indies.

We have been conscious in all our deliberations that to put our recommendations into effect would involve the Uni- versity in expenditure greatly in excess of its present income. Our terms of reference did not limit us to the consideration of what can be done within the present resources of the University; in fact we were asked to say what changes we thought desirable and practicable, without immediate reference to what they would cost. We have done this, influenced by the conviction that the University by the influence of external circumstances has now a chance of approximating more closely to the ideal of its founders and that if the chance is missed it is unlikely to recur.

We make proposals for the establishment of scholarships intended to benefit mainly students from inland China. proposal is merely exemplary, not final. We feel strongly that unless aid is given in volume sufficient to open the doors of this University to such students the greater part of our proposals, in the present circumstances of the University, lack justification.
